PLANNING COMMISSION CONSIDERS UPDATES TO FOUR COMMUNITY PLANS
The Pierce County Planning Commission will consider proposed updates to the Frederickson, Mid-County, Parkland-Spanaway-Midland and South Hill community plans at public meetings over the next few months.
Community plans provide direction on how growth and development will occur. The plans address topics such as zoning, transportation, the look and feel of the community, and access to services and amenities.
Community planning is especially important as the housing market heats up in the area and about 60,000 more people are projected to move to Pierce County’s unincorporated communities between 2010 and 2030.
Using community feedback gathered over the last few years, Pierce County and the Land Use Advisory Commissions for the four areas have drafted updates to the plans and development regulations.
The Planning Commission will hold two public meetings about each plan. The meetings will begin at 6:30 p.m.
- Mid-County: The June 18 meeting will be held at the Pierce County Skills Center, 16117 Canyon Rd. E. in Puyallup. The June 25 meeting will be held at the Pierce County Annex, 2401 S. 35th in Tacoma.
- South Hill: The July 9 meeting will be held at Emerald Ridge High School, 12405 184th E. in Puyallup. The July 17 meeting will be held at the Pierce County Annex.
- Frederickson: The July 23 meeting will be held at the Pierce County Skills Center. The July 30 meeting will be held at the Pierce County Annex.
- Parkland-Spanaway-Midland: The Aug. 6 meeting will be held at Sprinker Recreation Center, 14824 C St. S. in Tacoma. The Aug. 13 meeting will be held at the Pierce County Annex.
There will be an informational open house prior to each meeting from 5:30-6:30 p.m. where attendees can view displays and talk to Pierce County staff. An online version of the open house is available at www.piercecountywa.gov/cpupdate.
Verbal and written comment will be accepted at the first meeting for each plan. Written comment will also be accepted at www.piercecountywa.gov/cpupdate.
“Community members should continue to provide feedback as the update process continues through 2019,” said Dennis Hanberg, Pierce County Planning and Public Works director. “This feedback is crucial to ensure the final plans reflect the character, vision and goals of each community.”
After considering public testimony and amendments proposed by Planning Commission members, the Planning Commission will submit its final recommendation on each plan to the Pierce County Council.
The council will then set and hold hearings, determine whether to adopt the proposed changes for each plan, and set an effective date for the final plans.
The Land Use Advisory Commission meetings for each plan will continue through June. After considering public testimony and amendments proposed by commission members, each commission will submit a final recommendation to the Pierce County Planning Commission prior to the Planning Commission’s meetings on the plan and the Pierce County Council.
Pierce County staff will update the staff reports and draft plans to show the Land Use Advisory Commissions’ amendments prior to the first Planning Commission meeting for each area. These documents are available at www.piercecountywa.gov/cpupdate.

PIONEER WAY EAST ENTRANCE TO SWAN CREEK PARK CLOSED JUNE 17-21
The Swan Creek Park entrance near Pioneer Way East and Waller Road East on the southeast side of Swan Creek will be closed during the day June 17-21 while crews remove gravel from a nearby sediment pond.
In addition to the entrance, all park property on the southeast side of Swan Creek will be closed from 6:30 a.m. to 5:30 p.m. during those dates. The rest of the park will remain open.
Crews will start staging equipment on June 12, but the park will remain open.
The sediment pond, which is located near the parking lot off Pioneer Way East, was designed to protect Pioneer Way East from flooding and reduce impacts to salmon when sediment removal takes place. Pierce County removes gravel from the pond every one-to-three years to ensure accumulated sediment does not cause problems downstream during high water flows.
Before the pond was built, Swan Creek would occasionally flood and close Pioneer Way East. The sediment pond provides additional water storage during storms and collects sediment to protect Pioneer Way East where it crosses over Swan Creek.
Pierce County will post signs at trailheads and on either side of the worksite informing park users of the maintenance work and closures. People in the park should use caution around the worksite and follow instructions from the crew.

FORBES NAMES MULTICARE TO AMERICA’S BEST EMPLOYERS
Forbes has announced that MultiCare has been included on their first “America’s Best Employers By State” list – ranking in the top third of 36 Washington-based organizations across all sectors of industry.

Employees rated their willingness to recommend their own employers to friends and family and participants were also prompted to evaluate other employers in their respective industries that stood out either positively or negatively.

ROAD PROJECT AT 62ND AVE. NW AND 144TH ST. NW INTERSECTION CONTINUES
Motorists will see increased construction activity on a project to improve the 62nd Avenue Northwest and 144th Street Northwest intersection starting July 1.
Some preparation work – including excavation work along 62nd Avenue Northwest and driveway work along 144th Street Northwest – began June 10. Utility companies will continue relocating utility lines and poles through late June.
The project will increase the safety and efficiency of the intersection. Improvements include a new traffic signal, street lighting on 144th Street Northwest, turn lanes on 144th Street Northwest and 62nd Avenue Northwest, retaining walls, and stormwater treatment and detention facilities.
The majority of the work will be completed during the summer months to minimize impacts to Peninsula School District students, staff and parents.
The work started in April. From April 9-16, crews cleared bushes and trees, removed guardrails and excavated shoulders. Utility companies began relocating utility lines and poles April 26.
Starting July 1, crews will install retaining walls and temporary drainage facilities, and construct a temporary one-lane bypass road along the shoulder of the east side of 62ndA venue Northwest.
While the bypass road is in place, crews will excavate and rebuild 62nd Avenue Northwest. A stormwater detention vault will be installed under the road before the road is rebuilt. The bypass is expected to be removed Aug. 15-16.
From late August to late September, crews will widen and resurface 144th Street Northwest, continue installing storm drainage facilities and retaining walls, install street lights, apply temporary striping, and install guardrails.
Work will be suspended from late September to mid-December while traffic signal poles are being delivered. The new traffic signal system will then be completed.
The project is expected to be complete in early 2020.
During construction, crews will work from 7 a.m. to 3:30 p. m. Monday to Friday. Crews may work until 7:30 p.m. for several weeks this summer when the vault is being installed.
There will be alternating one-way traffic on 144th Street Northwest during work hours throughout the project as needed.
There will be alternating one-way traffic along 62nd Avenue Northwest 24-hours a day, seven days a week while the bypass road is in place from early July to mid-August.
Active Construction Inc. is the contractor. The construction cost is approximately $2.4 million and is funded with County Road Funds.
